Butterfly-PTC scam or legit?

Butterfly-PTC (dot) info, I am finding nothing about them on the internet because they are new.

I registered at Butterfly-PTC when they just got started, they had about 4 members. Minimum cashout was at $4 and you could make about $0.08 a day without referrals. After about 10 days, minimum cashout changed to $0.01, now it is $1.00
When it changed to $0.01, you suddenly got a lot of ads, could make $0.16 a day, which I found a bit suspicious. I requested a cashout at $1.45, it has now been pending for 2 weeks.

Seen in their "Proof Paid" section:
"We are a brand new program and so no payments have been made yet, but you could be one of the first!"
